    Abstract: According to an aspect, a method for estimating available user data rate in a communications channel is provided. Node weight selection parameters are monitored by a resource manager executing on a node in communication with neighbor nodes. Neighbor node weight selection parameters are analyzed by the node. The node determines whether a change to a node weight or a neighbor node weight is needed to balance the available user data rate. The available user data rate is estimated for the node and the node weight is predictively adjusted as needed. The available user data rate is estimated for one or more of the neighbor nodes and an estimate of the neighbor node weight is generated as needed. A scheduler for the communications channel is updated based on the node weight and the estimate of the neighbor node weight.

The multiple access unit includes a scheduler component, a synch component, a priority component and a radar activation component. The scheduler component is configured to schedule a period of operation having a plurality of time divisions within the period of operation. The synch component is configured to synchronize the radar participant nodes within the period of operation. The priority component is configured to assign a priority to individual radar participant nodes in the radar network. The radar activation component is communicatively connected to the radar network and configured to determine a contentious state at a time division in the period of operation.

The system includes a first module for prioritizing incoming messages and a second module for steering the messages in response to the prioritization by the first module. The first module assigns a message priority to each message based on a plurality of parameters such as mission mode, message type, and timeliness factor. The second module selects the most optimal communications resource for the message with the highest message priority by assigning a transmitter priority to each communications resource based on a plurality of factors such as estimated message arrival time, availability, and waveform compatibility. The message with the highest message priority is steered to the communications resource with the highest transmitter priority at the moment the message is sent. The first and second modules are each implemented using decision tree logic.
