The top member is coupled to a ball bearing and a mounting member fixedly coupled to the bottom member is rotatably coupled to the ball bearing to allow the top member to rotate relative to the bottom member. A locking mechanism which has a locking pin coupled to the bottom member secures the top member in one or more stationary positions.
