    Abstract: An apparatus includes an encoder, which receives image or video data, encodes the data and provides a bitstream representing the data. The encoder includes a CABAC encoder, which receives a binary valued syntax element associated with a block of the data to be encoded, and encodes, using a selected context model, the syntax element into coded bits for the bitstream. The syntax element includes a tool flag indicating whether or not certain coding tool, like linear weighted intra prediction, is employed when encoding a block of the data. For a block of the data which exhibits an aspect ratio larger than 2 and for a block of the data which exhibits an aspect ratio less than or equal to 2, and to which blocks the certain coding tool is applicable, first and second context models for encoding the tool flag are selected from a group of one or more first and second context models, respectively.

    Abstract: A starter relay connects a battery with a starter motor of an engine when in a closed state and disconnects the starter motor from the battery when in an open state. A switching device provides current to the starter relay when in a closed state and disables current flow to the starter relay when in an open state. For an engine startup event, a switch control module: transitions the switching device to the closed state for a first predetermined period; transitions the switching device to the open state for a second predetermined period after the first predetermined period; and transitions the switching device to the closed state for a third period after the second predetermined period. The starter relay remains in the open state during the first predetermined period and transitions to the closed state when the switching device is in the closed state for the third period.

An electric double-layer capacitor (“EDLC”) is electrically connectable to the battery and the auxiliary load. A separation switch is electrically connected between the battery and the EDLC for electrically separating the battery from the EDLC and the auxiliary load. The separation switch is opened in response to the voltage across the battery being less than the voltage across the EDLC.
