The insulating film is provided with a weak region corresponding to the pressure relief mechanism. By providing the insulating film with a weak region corresponding to the pressure relief mechanism, due to the low toughness of the weak region, the influence of the insulating film on the actuation of the pressure relief mechanism can be reduced, and the safety of the battery cell can be improved.
