An apparatus for providing risk information by using mobile ID group information, according to one embodiment, comprises one or more processors and an execution memory for storing at least one program to be executed by the one or more processors, wherein the at least one program detects a risk situation of traffic, recognizes the type of the risk situation, generates mobile ID group information including information related to the location of the risk situation, and transmits the mobile ID group information to a server device in a control center, and the server device in the control center generates risk information on the basis of the mobile ID group information, selects a terminal device to which the risk information is to be transmitted, and transmits the risk information to the terminal device.
