One or more data packets are received. A neighboring node to send the one or more data packets is selected based on the routing table and user preferences of an originator or intended receiver of the one or more data packets. The one or more data packets are sent to the selected neighboring node. A routing report that indicates routing of the one or more data packets is sent to a toll service.
