    Abstract: Systems and techniques for routing emergency communications to appropriate public safety answering points (PSAPs) based on location information associated with the communications are provided. Currently, only imprecise location information is available for call routing, and retrieving the imprecise location information requires a slow, expensive query to an automatic location identification (ALI) database. The present disclosure obtains location information that can be used for routing without performing the query to the ALI database, and also incorporates the use of precise location information available from mobile device providers (when available). Similar techniques for routing other types communications to other destination devices based on location information are also disclosed.

    Abstract: Location determination for a roaming subscriber device using a short message service (SMS) to contact emergency services, wherein location information is obtained from a visited carrier network on which the originating subscriber device is roaming. An emergency SMS message is first routed to a predetermined emergency services SMSC. The emergency services SMSC then forwards data relevant to the emergency SMS message to an SMS to emergency services mediator. The SMS to emergency services mediator uses data received for the emergency SMS message to obtain location information therefor. Location information for an emergency SMS message is obtained from an LBS platform on a network carrier currently servicing the originating subscriber device. A next hop URI is then determined for the emergency SMS message based on relevant location information. The emergency SMS message is routed to the next hop URI and eventually routed to an appropriate PSAP.

    Abstract: A generic portable PSAP comprises a field satellite link, a network element, an Internet Protocol (IP) based PSAP switch, and customer premises equipment. The generic portable PSAP is an end-to-end portable emergency call center that local and VoIP carriers can use to connect to a new “temporary” PSAP in emergency situations where a given PSAP is unable to function in its normal facility. The portable emergency call center routes and receives emergency services events from landline, voice over Internet Protocol (VoIP), and/or wireless carriers without need for customization from a given network architecture. The generic portable PSAP enables local management of emergency event acquisition and dispatch in the case of a major disaster, or some other reason for use of a mobile PSAP.
