    Abstract: A system is provided for controlling operation of an electrically controlled and magnetically actuated locking web retractor of an occupant restraint coupled to an occupant seat of a motor vehicle. A control circuit may monitor output signals produced by one or more sensors configured to produce one or more respective sensor output signals indicative of one or more corresponding sensed conditions of the motor vehicle, vehicle seat or occupant restraint, process the output signals produced by the one or more sensors to determine one or more values of the one or more sensed conditions, compare the one or more determined values of the one or more sensed conditions to one or more corresponding threshold or range values, and then provide a control signal, based on the one or more comparisons, to a magnet actuator of the web retractor to cause the web retractor to lock or unlock.

The safety measures may include an airbag deployment system that deploys an airbag from a seat back and extends around a shoulder portion of the occupant restraint system. The airbag deployment system includes an airbag that extends coaxially around the shoulder web of the restraint system of the vehicle seat. The safety measures may include a device for pre-tensioning a lap portion of an occupant restraint harness coupled to a seat portion of the vehicle seat. Illustratively, the pre-tensioning device may be activated just prior to activation of the airbag deployment system.

As the piston moves along and relative to the housing in response to actuation thereof, the web guide displaces the web within the housing to pre-tension the occupant restraint harness and/or to pull the seat portion toward the seat base.

A base frame is mounted between the seat and a floor of a motor vehicle, a web turning guide is mounted to and within the base frame with the web extending into the base frame and through the web turning guide, a ratcheting device is mounted to the base frame and has a handle, and a ratcheting web is coupled at one end to the web extending from the web turning guide and coupled at an opposite end to the ratcheting device. The ratcheting device is responsive to ratcheting actuation of the handle to draw the ratcheting web therein, wherein movement of the ratcheting web into the ratcheting device draws the web further into the base frame and thereby tightens the web about the occupant.
