A set of neighboring base stations is in communication with the first base station. In an embodiment of the invention, the first base station prioritizes the first set of connections according to first predetermined criteria and prioritizes the set of neighboring base stations according to second predetermined criteria. The prioritization lists are used in deterministic ways to alleviate potential congestion in backhaul links and optimize the overall performance of system and improved quality of service.

    Abstract: A cellular communication system comprises a network supporting user equipment over an air interface, the network having a hierarchical cell arrangement with overlay cells and underlay cells. An underlay base station is associated with a subset of registered user equipment. An activation server switches the underlay base station between an inactive mode and an active mode in response to detecting that registered user equipment meets a location criterion. The underlay base station only supports user equipment when in the active mode, e.g., it may only transmit a pilot signal in this mode. Interference and power consumption may be substantially reduced by sending the base station into the inactive mode thereby resulting in increased capacity of the cellular communication system as a whole.

Initially, the user equipment transmits a query message to a default network entry point which then contacts a home registration server for the user equipment. The home registration server determines an access network element determination server associated with a current location of the user equipment. The user equipment is informed of the access network element determination server and contacts this. In response, the access network element determination server determines a list of access network elements for the user equipment and transmits the list to the user equipment. The user equipment then registers for a communication service by accessing the network using a selected access network element selected from the list of access network elements. The invention may be particular suitable for accessing an IP Multimedia Subsystem (IMS) via a Customer Premises Equipment (CPE).
