    Abstract: The invention provides a water blocking tape for use in a variety of cable designs, such as power cable, data communications cable and telecommunications cable. A water blocking tape according to the invention includes layers of lightweight nonwoven fabric with one or more swellable water blocking compounds, such as water absorbent polymers, disposed between the layers. The nonwoven fabric layers are bonded in a pattern using an ultrasonic bonding technique. The bonding pattern helps to contain and to restrain movement of the water blocking compounds between the layers. The bonding pattern compartmentalizes the water blocking compounds to prevent pooling of the compounds and to facilitate a substantially consistent distribution of the compounds between the layers such that when a tape contacts water, the tape achieves a substantially consistent swell height.

    Abstract: The preferred embodiment of the present invention provides an improved transport demultiplexor that can receive and filter different data types before sending the data to system memory. The preferred embodiment provides a string comparator to facilitate real time filtering of continuous incoming data before loading the data into system memory. The string comparator preferably uses a bit-maskable matching filter that filters system data in real time as the data is being delivered to system memory. When data matching the filter is located, the destination address of that data is determined and delivered to the processor. This allows the processor to quickly locate the desired data and thus facilitates the real time processing of that data.

    Abstract: Methods for administering beta-adrenergic inverse agonists with improved pharmacokinetic profiles for the treatment of pulmonary airway diseases are disclosed. The beta adrenergic inverse agonists are formulated in a controlled-release formulation comprising: (1) a beta-adrenergic inverse agonist in a therapeutically effective quantity; and (2) at least one agent that controls release of the beta-adrenergic inverse agonist resulting in a pharmacokinetic profile that minimizes acute detrimental reduction in airway function with the first dose and with each successive dose. This pharmacokinetic profile typically results in slow release of the drug into the bloodstream resulting in a large average Tmax>4 hours. The controlled-release formulation may consist of multilayered matrix or erosional tablets, gastric-retention tablets, osmotic pump oral formulations, multiparticulate capsules or tablets or dermal patch.

    Abstract: A power management and protection system is provided for a hybrid fuel cell system. The hybridization includes a fuel cell stack and an energy storage device (ESD) having either batteries, ultracapacitors, or both, in parallel with the fuel cell for delivering power to an electrical load. Voltage and current protection is provided to the stack, ESD, and load by use of a two stage control system. The first stage limits the current drawn from the stack and the charging rate of the ESD and provides for the voltage output to be within an adjustable predetermined range to prevent an over-voltage condition on the ESD and the load and an under-voltage condition in the stack. The second stage limits the current delivered to the load to an adjustable predetermined level, prevents an under-voltage condition on the load, and prevents rapid discharge of the ESD in the case of a short circuit.
