Abstract: A processor having kernel space and user space and a method is provided. The method includes receiving in the user space at least one interface statistic about each hardware interface of one or more hardware interfaces receiving packets, wherein the at least one interface statistic is provided from the hardware interface. The method further includes dynamically adjusting, from within the user space, a priority at which each of the one or more hardware interfaces is polled as a function of the at least one interface statistic.

Abstract: A self protected fluid filled capacitor that includes a capacitor section. Preferably, the capacitor section is configured to attach to a cover that can be placed on a capacitor housing. The capacitor contains an insulating fluid that surrounds the capacitor section when the capacitor section is inserted in the capacitor. A capacitor chamber that is configured to contain a retained portion of the insulating fluid and the capacitor section is also included. Also contained in the capacitor is an overflow chamber region in communication with the capacitor chamber. The capacitor chamber is configured to provide a capacitor chamber opening near a top portion, through which excess fluid contained in the capacitor chamber can flow. The overflow chamber region communicates with the capacitor chamber opening to receive excess insulating fluid, thereby providing a fluid volume margin to assure that the capacitor section is completely covered.

Abstract: A capacitor including an expandable part fabricated on a capacitor housing is enclosed. The expandable part is expandable by a fault that occurs within the capacitor housing, thereby extending the capacitor housing to contact with an external interrupter. The external interrupter includes an external electrode and an external sensing circuit. The external sensing circuit detects a contact between the capacitor housing and the external electrode and sends a signal to disconnect the capacitor from an apparatus circuit.

Abstract: A dielectric composition containing a major amount of a bis (C.sub.6-12 alkyl) phthalate such as diisononyl phthalate, a minor amount of butylated monochloro diphenyl oxide, and a small effective amount of an epoxy stabilizer, and an electrical device such as a capacitor comprising metal foil electrodes separated by paper sheet and/or plastic film impregnated with said composition.
