The cover is mounted on the orifice of the jacket to be a distance away from the orifice on at least one edge of the orifice in the closed position on the jacket, the cover being kept a distance away from the edge by a support making it possible for the cover to move with a damped movement toward the edge when a region of the vehicle body panel covering the flap device is impacted, or impacted by a pedestrian.
