The system determines a second transmission power limit associated with transmissions on a second radio resource, wherein the second transmission power limit is based on a second compliance level threshold of human exposure to emitted radiation when transmitting using the second radio resource. The system also controls a wireless device to select either the first radio resource or the second radio resource for a transmission from the wireless device based on the first transmission power limit and the second transmission power limit.
