    Abstract: A computer system implemented method for selectively responding to weather events includes receiving indicia of behaviors of persons for a weather event and determining a weather susceptibility score for the persons responsive to the indicia of behaviors for the weather event of the persons. Persons are classified into segments based on the weather susceptibility scores, such that the persons in respectively different ones of the segments have respectively different behaviors for the weather event and receives notification of the weather event. Responsive to the notification, a first one of the segments is selected, and a first action is initiated directed to the persons of a first one of the segments. The first action tends to affect the behaviors of the persons in the first one of the segments.
