    Abstract: A method of controlling a load at a wireless communication base station includes determining an indication of a maximum path loss between the base station and any high speed data users currently in a cell served by the base station. A target loading limit for the cell is set based upon the determined indication of the maximum path loss. In disclosed examples, the indication of the maximum path loss corresponds to a distance between a high speed user and a base station. Another factor considered in disclosed examples includes the data rate of such a high speed user.

The method comprises an error control step adapted to retransmit the data frame from the user equipment to the base station, if the received data frame contains errors or if no acknowledge message is received by the user equipment within a predetermined amount of time. The method further comprises a transmission power control step adapted to control a transmission power of the data frames in such a way that the number of retransmissions corresponds to a predetermined number of target retransmission. The number of target retransmission is adapted depending on the traffic load and/or the number of users connected to the base station.

A determination whether to grant a non-E-DCH service request is made based upon a relationship between the current total uplink power and the total uplink power limit and a relationship between the selected minimum E-DCH power allocation threshold and a current cumulative E-DCH power.

The method comprises monitoring a radio emission parameter associated with the first and second base stations that communicate with the mobile wireless device. A radio emission parameter associated with the first and second base stations, such as signal strength or quality, is monitored, to select a target cell among a set of candidate cells for the mobile wireless device and to transfer the mobile wireless device from a first frequency band to a second frequency band.

An evaluation factor is determined by a predefined mapping function for each of a home cell k and at least one other cell l, each evaluation factor being a measure of the load on the respective cells. At least one comparing factor is determined with respect to the home cell evaluation factor by comparing the evaluation factor of the home cell with those of the at least one further cells. Each of the comparing factors has a corresponding traffic load penalty factor. The traffic load penalty factors are a measure of load difference and/or transmission quality between the cells. This assignment is repeated in a loop such that current traffic load penalty factors are determined depending on predefined traffic load penalty factors and/or forerunner traffic load penalty factors determined in earlier cycles of the loop.
