    Abstract: A method and apparatus for transmitting digital data in a cellular environment. Adjacent cells of the cellular system are prevented from simultaneously transmitting data. Because the noise from transmissions of adjacent cells is a primary source of interference, the transmission rate of power limited base stations can be dramatically increased when the noise from adjacent cells is eliminated. The transmissions to each subscriber station are made at a fixed transmission power level. However, the data rate of transmitted signals differs from one subscriber station to another depending the path loss differences. In a first exemplary embodiment, the data rate of transmissions to a subscriber station is determined by selecting an encoding rate for the transmitted signal while holding the symbol rate constant.

Admission control uses centralized admission and distributed admission controls. Centralized admission control uses a maximum persistence value broadcasted from a hub to terminals. Persistence is the probability that a transmission will timely occur. Each terminal transmits a persistence that is no greater than the maximum persistence value. If the transmission fails, the transmission is repeated using the same probability. Lowering the persistence introduces a delay for alleviateing congestion. Power control is performed using centralized and distributed power control. Centralized power control uses power control commands transmitted from the hub to each terminal. When an acknowledge is not received, a backoff and recovery procedure is performed.

A transaction control policy and a collision map are provided to determine which protocol to enable/disable when a conflict arises. Based on the transaction control policy and the collision map, one or more transceivers that operate according to the wireless protocols can be selectively enabled/disabled to avoid actual conflicts.
