    Abstract: A method for a tracking device optimizing power to remain reachable for a desired period based on evaluated wide-area-network conditions. The tracking device may communicate via a power-intensive long-range transceiver and may continually measure service conditions related to network communications. The tracking device may periodically calculate statistical information describing the service conditions, such as a percentage of time in which the tracking device was out-of-network-service. Based on the statistics, the tracking device may operate in an optimization mode to conserve power when out-of-network-service. In an embodiment, the tracking device may calculate the statistics based on evaluation periods defined by predefined numbers of out-of-network-service occurrences, predefined time periods, and/or a hybrid of both.

In another embodiment, if the AT determines to initiate or join a second communication session before a confirmation that QoS resources for a first communication session are relinquished, the AT waits until the confirmation is received before a request for QoS resources for the second communication session is sent.

    Abstract: An apparatus and method for efficiently updating location information of a mobile device in a wireless communication network, such as a cellular network, is disclosed. The mobile device sends a location message over an access channel. The wireless communication device continually transmits a location message at periodic intervals without regards to the status of the base station in communication with the wireless communication device. The base station determines a timeslot in which to receive a location message transmitted by the wireless communication device. If more than one wireless communication device is transmitting a location message, the base station prioritizes the order in which to receive the location message, opening the first available timeslot to the higher priority wireless communication device. A high priority device may be a wireless communication device used by emergency services personnel, such as firefighters or the police.
