The target definitions each define one or more targets for surveillance, and the links logically link the surveillance resources identified in the core module to the targets defined in the target definitions. Modification to one or more of the links dynamically tasks the surveillance resources without modification to the core module and without logically unlinking the core module from the target definitions.
