    Abstract: A balloon tying device of the invention includes a dowel having a slotted end and a hole whose axis extends transversely to the dowel in the slot. A particular feature of the invention involves a stepping-in of one side of a balloon-tying slot relative to the other, to create a land for facilitating sliding of a neck of a balloon into the slot in a method of the invention.
