The management apparatus includes a first measuring unit that measures communication quality in the communication network, a first determining unit that determines a degree of decrease in the communication quality, and a first control unit that executes first control in accordance with the degree of decrease in the communication quality. In the first control, the first control unit changes the communication condition in accordance with a degree of priority of each of a plurality of pieces of information transmitted between the device information transmitting apparatus and the management apparatus.
