The information identifies whether or not a user equipment was engaged in an exchange of at least one of data traffic or control traffic with a network at the time that the handover failure or radio link failure occurred. The information is stored in a non-transitory computer-readable medium, and the information is reported to the network. The information is reported using a radio link failure or connection failure information signaling message. The severity of the handover failure or radio link failure is evaluated based upon the information.
