An outlet duct extends through the actuating head to an outlet opening. When subjected to the restoring force of the spring, the piston releases a passage between the pressure chamber and openings of a second housing portion. A medium which kills germs and bacteria is arranged in an expansion chamber. The dispensing stroke volume of the piston corresponds to the volume of a drop of the liquid.
