A plate has a tab projecting therefrom. The plate also has a bottom surface with a channel. The plate is disposed in the window. A linking rib connects the plate to the side edge of the cap. The bottom edge is disposed in the channel. Movement of the trigger to actuate the valve is prevented until the plate and tab are affirmatively removed.
