    Abstract: Systems and methods are provided for managing uplink interference in a high noise environment. In response to determining that an observed received signal strength indicator (RSSI) exceeds a reference RSSI, a user device may be determined to be disposed in a high noise environment. In order to mitigate the impact of the high noise environment on the uplink, one or more interference mitigation procedures may be executed that may directly, or result in, the handoff of the user device from a first cell with a greater noise to a second cell with less noise.
