The method comprises: receiving configuration information transmitted by a base station, wherein the configuration information includes at least one of random access resource configuration information or message 3 resource configuration information; determining, by the user equipment, at least one of random access resources or message 3 resources associated with a first operation according to the configuration information, when the user equipment is to perform the first operation; and transmitting at least one of a random access preamble or message 3 according to the determined resources.
