In one example, the method includes receiving, by a directory service computer from an authorizing computer, a file including a primary access identifiers and virtual access identifiers, the virtual access identifiers not being capable of being used at resource providers to conduct transactions. The method also includes receiving a request to provide an access token that is associated with an account, the request comprising information that identifies the account. The method further includes retrieving a virtual access identifier based on the identifying information; and requesting, by the directory service computer to a token service computer, that the access token be provisioned on the user device or an application computer associated with an application on the user device.

The risk score for the user may be provided to a transit payment system. Whether the user is a high risk based on the risk score may be determined. The system can determine a subset of users with scores that satisfy the criteria and scoring parameters. Further, the system can perform additional processing involving the subset of users.

The method includes receiving, by a resource provider computer operated by a resource provider, a request from a communication device operated by a user to obtain a restricted access credential to access a resource, and then generating, by the resource provider computer, interaction history data relating to past interactions between the resource provider computer and the communication device. The method also includes transmitting, by the resource provider computer, the interaction history data relating to the past interactions, to an authorizing entity computer, the authorizing entity computer determining a restricted access credential in response to receipt of the interaction history data. The method also includes receiving, by the resource provider computer, the restricted access credential from the authorizing entity computer. The restricted access credential allows a user of the communication device to obtain the resource.
