A deck penetrating anchor component is connected to and suspended below the base plate and configured for being received by and constrained within an opening formed through the elevated deck, which opening extends fully through the elevated deck from the upper surface to the lower surface thereof. The deck penetrating anchor component is exposed and made accessible through the lower surface of the elevated deck.
