    Abstract: An approach is provided for generating cognitive assessment based recommendations. Information about a user is collected. A knowledge domain and sub-domain of the user is determined. Knowledge sources for the knowledge domain and sub-domain are determined. Based on an analysis of the collected information by a personality analysis service using natural language processing, personality traits, needs, and values of the user are determined. Based on an analysis of the knowledge sources and the personality traits, needs, and values of the user by a scenario analysis service, the knowledge sources are ranked. Experts in the knowledge domain and sub-domain are identified by scanning a ranked list of first level contacts and second level contacts of the user. Based on the personality traits, needs, and values, the knowledge sources, and the experts, suggestions for an advancement of a career of the user are generated.

    Abstract: Techniques for reducing the time used to output audio or video include increasing the output rate for portions of the content to reduce the time needed for a user to consume the content. Audio data is analyzed to determine portions that are silent and portions that include speech, such as by determining amplitude and other signal characteristics. Portions that include speech are analyzed to determine an initial rate of speech associated with each portion. Speech characteristics of the portions, such as language, volume, and pitch are used to determine a target maximum comprehensible rate of speech for a user. When audio output is generated, the portions that represent speech are each output at a rate that results in the speech being presented within a threshold of the target rate. The portions that represent silence may be removed, shortened, or output at a faster rate than the portions that represent speech.

Aspects include: collecting candidate information of certain candidates and job information of certain job openings from various information sources, creating one candidate document for each of the candidates and storing the candidate document created in a candidate database, and creating one job document for each of the job openings and storing the job document created in a job database, extracting certain cognitive features from each of candidate documents in the candidate database, and each of the job documents in the job database using cognitive computing; and matching the candidates in the candidate database with the job openings in the job database by ranking the extracted cognitive features and cognitive computing. The extracted cognitive features may include a list of personality traits and a list of concepts.

    Abstract: In a vehicle skid recovery system skid recovery can be accelerated when an automotive vehicle begins to skid as a result of ice accumulation on the road surface. The system can control operation of ice removers (e.g., blades or heaters), which are mounted within the wheel wells forward of the wheel, based on information received from the vehicle's outside temperature sensor and anti-lock braking system (ABS). When the temperature sensor indicates that the outside temperature is below a predetermined temperature and when the anti-lock braking system is activated as a result of detected skid, a controller activates the ice remover in one or more of the wheel wells and, thereby cause the ice remover to remove ice from the road surface forward of the corresponding wheel. Clearing the ice allows the vehicle's tires to gain traction on the road surface and, thereby stops the skid.
