    Abstract: The disclosure describes mechanisms for reliability enhancement on control channel and data channel and mechanisms in URLLC. An apparatus of a RAN node for URLLC includes baseband circuitry to configure at least one DCI for scheduling transmission of at least one PDSCH content having same information. For each DCI, the baseband circuitry determines a CORESET for transmitting the DCI. The disclosure further describes mechanisms for the support of low latency transmission in URLLC. To improve peak data rate and spectrum efficiency in FDD system, the RAN node configures a DCI for scheduling data transmission using blank resources of a self-contained slot structure. Further, CBG-based transmission with separate HARQ-ACK feedback is provided to configure a DCI for scheduling data transmission of a TB and to divide the TB into multiple CBGs, and to configure uplink control data to carry separate HARQ feedback for the CBGs.

The PDCCH may include a total downlink assignment index (DAI) and a counter DAI for hybrid automatic repeat request acknowledgement (HARQ-ACK) feedback of the PDSCH. The total DAI may indicate a total number of pairs of CCs and slots for the HARQ-ACK feedback. The UE may encode the HARQ-ACK feedback to include a bit that indicates whether the PDSCH is successfully decoded. A size of the HARQ-ACK feedback may be based on the total DAI, and a position of the bit may be based on the counter DAI.

The PUCCH-BFR and the at least one other signal may be multiplexed in a CC or in multiple CCs. The UE may determine a transmission dropping rule, e.g., so that UE can transmit an uplink signals with higher priority and drop the other uplink signal with lower priority to avoid beam collisions. The UE may determine a transmission power scaling rule, e.g., so the UE may scale transmission power within a CC and/or across CCs.     Abstract: Systems for providing coverage enhancement for Msg 3 PUSCH and PUCCH carrying the HARQ-ACK for Msg4 of PRACH initial access are described. The gNB provides a 2-bit aggregation factor for transmission of the Msg3 PUSCH in an RAR UL grant field. The PUSCH frequency resource allocation field is limited to 12 bits so that the RAR has an overall number of bits that is the same as an RAR that does not contain the aggregation factor. A default PUSCH TDRA table includes a field to indicate a repetition level for Msg3 PUSCH transmission. For retransmissions, fields in DCI format 0_0 are repurposed to indicate an aggregation factor. Inter-slot frequency hopping may be configured by higher layers. Different PRACH resources are used to indicate UE coverage status.

During the DMTC window, the gNB may perform a LBT procedure on an unlicensed carrier of the unlicensed spectrum to determine if the unlicensed carrier is available. When the LBT is successful (i.e., the unlicensed carrier is available), the gNB may encode a discovery reference signal (DRS) for transmission on the unlicensed carrier. The DRS may include one or more of the SSBs transmitted during the candidate positions that fall within the DRS.
