There is a releasable central arm connected to the main body adjacent the first end and an elastic cord connected to the second end. The elastic cord is adapted to be secured on the cord securing mechanism, and is dimensioned so that the cord must be stretched in order to be secured on the cord securing mechanism. There is a locking mechanism formed by a base plate having a locking device on an underside and a guide for slidably connecting the locking mechanism to the strip.
