    Abstract: A method for applying per-International Mobile Subscriber Identification (IMSI) Access Point Name (APN) Operator Identifier (OI) replacement for Multiple IMSI Multiple Mobile Subscriber Integrated Service Digital Network (MSISDN) subscribers comprises receiving, at a home subscriber server of a cellular network, an identification of a currently active IMSI for a cellular device. The cellular device is associated with a cellular service subscriber having multiple IMSIs and multiple MSISDNs, the multiple IMSIs comprise a primary IMSI and one or more secondary IMSIs, and each of the IMSIs has an associated roaming COS that includes a roaming restriction policy that allows or suppresses Voice Over LTE (VOLTE). In response to the currently active IMSI for the cellular device being a secondary IMSI, the method comprises applying the roaming restriction policy specified in the roaming COS of the secondary IMSI regardless of the roaming COS of the primary IMSI.
