The cutter includes a shank portion having a central axis and a cutting portion extending from the shank portion along the central axis. A retaining recess is formed in the shank portion for selectively receiving the extending member of the arbor when the arbor is configured to have the driving device. A pair of flats are each formed in the shank portion for engaging the set screws when the arbor is configured to have the set screws. One of the flats extends in a first plane and the other of the flats extends in a second plane perpendicular to the first plane.
