When the packet is placed on the ground, such as the divot, and subjected to water, the film dissolves so that the mixture comes into contact with the ground and the seeds can begin to germinate and grow.

When the removable panel layer is removed, the bag can be held so that the dispersible material disperses through the apertures as appropriate.
