    Abstract: A system and method are provided to implement dynamic spectrum access with individual multi-mode devices that incorporate multiple radios in a single device. A multi-mode device is configured to make use of the incremental spectrum by maintaining a data communication link via a base station that is operated by a primary operator to support communications in the primary operator's exclusively-licensed spectrum. This data communication link is maintained by a first radio, the data communication link being used to support a first level of data communication as well as to signal an availability of additional spectrum to the multi-mode device. The multi-mode device may request access to additional spectrum. A second radio may facilitate access to received additional spectrum with the multi-radio multi-mode device.

    Abstract: A system and method are provided for implementing a cloud based spectrum management scheme that enables Dynamic Spectrum Access (DSA) through rentals of available spectrum in a two-level analytics process for optimization. Primary spectrum holders as exclusive licensees of underused spectrum communicate with a global spectrum broker to place portions of their underused spectrum into an auction-based rental market on the condition that they can regain control of their spectrum when a need arises. Local spectrum brokers communicate with the global spectrum broker to bid for available spectrum to meet their temporary needs in time and place. The local spectrum brokers, in turn, administer local optimization schemes over their portion of the global region to ensure that an expected level of quality of service is provided to individual customers with whom the local spectrum brokers communicate.

    Abstract: A system and methods are provided for specifying how multiple transactions may be initiated and/or terminated for available spectrum in a cloud spectrum services architecture. Transactions may be specified according to common time-frequency units or TFU's. Primary spectrum holders (PSH's) advertise availability of their underused spectrum, with specified parameters and conditions on procuring access to the spectrum to a regional spectrum marketplace. Requests for spectrum availability are made according to a specified number of TFU's as requested by an alternate spectrum holder (ASH) or a multi-mode device (MMD). Any of a participating PSH, an ASH, an MMD or a cloud-based entity may initiate communications with other entities in an effort to complete or facilitate a transaction by which a number of available TFU's are provided to an ASH or MMD for use.

    Abstract: A system and method are provided for implementing a dynamic cloud spectrum database to codify and store information on, and track the use of, spectrum resources made available by primary spectrum holders in an effort to facilitate spectrum management for networks using spectrum allocated through a Dynamic Spectrum Access scheme that allows the primary spectrum holders, or proxies assigned to manage a given allocations of spectrum, to temporarily “rent” access to the spectrum they hold to other entities. Spectrum may be listed in the database defined by a common unit measurement system according to a defined metric for quantifying spectrum. A time-frequency unit or TFU is defined according to a unit of spectrum being available for a specified time, e.g., 1 MHz of spectrum being available for use for 1 second at a given location. Spectrum resources negotiated in the disclosed transactions are represented and/or transferred in multiples of TFU's.

    Abstract: A system and method are provided for implementing a spectrum management analytics (SMA) algorithm that references a plurality of enumerated inputs to generate a set of output parameters for use in attempting to optimize spectrum. The SMA algorithm is a part of a cloud spectrum broker (CSB) analytic. The CSB analytic provides for: (1) Managing CSS transactions involving transfer of spectrum resources from participating primary spectrum holders (PSH's) to one or more alternate spectrum holders (ASH's); (2) Reclaiming spectrum resources from an ASH back to the corresponding PSH on request; (3) Initiating queries to PSH's based on requests from MMD's, or through other ASH's; and (4) Performing a series of predictive resource allocations that may optimize spectrum use as the MMD moves between a number of regions.
