The first panel includes a protruding chamber that expands and protrudes toward an occupant by gas flowing into an internal space formed between the first panel and the second panel, and the protruding chamber is configured so that a partial area of the first panel is folded to form an overlapped folded structure and the folded structure unfolds and expands as the internal space expands by the gas.
