    Abstract: A transmitting device in accordance with the present invention includes an encoding unit that converts an input video signal into encoded data and sends out the encoded data to a transmission line, and a synchronization signal generation unit that generates a synchronization signal SYNC for adjusting the phase of an input video signal on the basis of phase information transmitted through the transmission line, wherein the phase information PHS includes information indicating that a timing of a synchronization signal generated by the synchronization signal generation unit is to be advanced by the time necessary for transmission, and the synchronization signal generation unit generates the synchronization signal SYNC so that an input video signal is advanced by the time necessary for transmission.

    Abstract: A transmission method including the steps of: dividing an input video signal into a plurality of packets which comply with a predetermined transmission standard and preferentially selecting, as a transmission path for each of the plurality of packets, a transmission channel, to which a lower frequency band is allocated, from among the plurality of transmission channels which are allocated along a frequency axis; and modulating, by using a multicarrier modulation method, the plurality of packets and transmitting the modulated packets to a receiving device along a cable through the selected transmission channel, the cable having a transmission characteristic such that attenuation of a signal to be transmitted increases with the frequency of the signal.

A data control unit 137 causes encoded data supplied in order from lowband component to be temporarily accumulated in a memory unit 301 and counts the code amount of the encoded data accumulated, cuts off obtaining of encoded data at the stage where the encoded data reaches a predetermined amount, reads out part or all of encoded data accumulated in the memory unit 301, and supplies to a packetizing unit 302 as return encoded data. The present invention can be applied to, for example, a digital triax system.

    Abstract: A mobile platform has a riser assembly mounted thereon. A loading arm assembly projects from an upper end of the riser assembly, and a jumper hose assembly projects from a lower end of the riser assembly. These assemblies can be interconnected between a marine tanker manifold and a storage facility conduit, to form a fluid transferring connection therebetween. The riser assembly has a pipe section supporting the loading arm assembly for horizontal rotation about a vertical axis. A parallel mechanism, within the riser assembly, supports the pipe section for swinging movement in a vertical plane. This parallel mechanism maintains the vertical orientation of pipe section. A drive system is provided for maximizing the total horizontal angle of rotation through which the pipe section can be rotated about the vertical axis. A power drive is provided for operating the parallel mechanism to raise and lower the pipe section.
