A first liquid mixture comprising modified polydextrose is formed. The first liquid mixture is added to the first mix to form a second mix, and the second mix is heated to a second temperature. A second liquid mixture comprising at least one acid is added to the second mix, and the resultant solution is maintained in a predetermined temperature range. The dry-blended mixture is added to the first liquid mixture, forming a first combination. Water is added to the first combination, and the resultant combination is heated to a first predetermined temperature. The first predetermined temperature is maintained for a predetermined time period, and the heat is reduced to a second predetermined temperature. The second liquid mixture is added to the combination. Other embodiments comprise adding hydrogenated starch hydrolysate (HSH) and/or active ingredients.
