Abstract: A system and method is provided for facilitating establishment of a data connection between a first mobile device in a first public land mobile network (PLMN) of a plurality of public land mobile networks (PLMNs) and a destination in a packet data network via centralized infrastructure. In one form, the method includes receiving, at the gateway module, a connection establishment request for establishing a connection between the first mobile device and the destination; enabling a connection to be established between the first mobile device and the destination; monitoring the established connection, and based on the monitoring, maintaining one or more usage states; and generating, by the credit control module, one or more charging data records associated with the first mobile device based on the monitored usage states and the first PLMN, in which the first device is located.
