The process for change includes: detecting a change in the configuration of the telecommunications network; allocating radio resources in the communications frames of the first communications element for determination of the transmission quality with the second communications element; and establishing a radio link between the first transmission device and the second transmission device if the determined transmission quality is advantageous. The process is implemented by a telecommunications networking infrastructure and by a transmission device.

The interference produced by the first network on the second network is reduced for a carrier to interference ratio threshold allowable at the reception in the second network. For example, a base station (BSBB,nc) in a given cell (CBB,nc) of the first network attenuates by an attenuation parameter the emission power of each subcarrier which is adjacent to a carrier of one of the groups allocated to preselected cells (CNB,i) of the second network in a sector (Sns) of the given cell and on levels (L0 to LI-1) starting from the given cell (CBB,nc). The attenuation parameter is low for a level close to the given cell.

Each radio block spreading on frequencies (Cj) of said band during a time slot (M?t) of the radio frame and can be associated with an uplink or a downlink. To meet quality-of-service parameters required by an application, a base station estimates occupation rates of the radio blocks during consecutive radio frames, and allocates to the application at least one radio block having an occupation rate less than a threshold and a periodicity expressed in period of frame and depending on the required quality-of-service parameters. The base station are autonomous for the radio block allocations.
