The locking unit of the present invention locks the seat belt when the seat belt is rapidly unwound and prevents the seat belt from being locked when it is retracted. The locking unit includes a locking arm, a central gear, which is unrotatably provided on the center of the spool, an actuating gear, and a locking pin, which stops a locking protrusion of the locking arm when the belt is retracted.
