    Abstract: A secure valve access system includes a cover mounted over the valve stem of a valve. The cover is attached to a support which is mounted on the valve so the cover cannot be removed. Fasteners extend through the support and are selectively jammed against a wrench flat thereby providing a torque transmitting connection between the cover and a valve operator. Retraction of the fasteners breaks the torque transmitting connection allowing the cover to free wheel thereby preventing unauthorized operation of the valve. Rotation of the fasteners is done by an unusual drive socket.
