The lumen cross-section at the proximal portion is larger than the cross-section at the distal portion. A shoulder is disposed in the lumen between the distal portion and the proximate portion. A catheter land, having a predetermined length, is defined as the portion of the lumen disposed in the distal portion of the tube between the shoulder and the distal end. A needle is disposed in the lumen and has a substantially circular cross-section. The catheter has a tapered distal end and a proximal end with a hub. The assembly includes an elongate hollow handle with a distal end that has an opening therethrough and a proximal end. Included in the assembly is an elongate needle with a sharp distal point, a proximal end and an open passageway therethrough. The assembly has a substantially transparent elongate needle hub with a distal end portion with the proximal end of the needle fixedly attached therein.
