The temperature measurement unit is attached to a skin of the target person and measures a skin temperature and an external temperature. The movement measurement unit measures movements of the target person. The body temperature estimation unit estimates the body temperature based on a correlation between the skin temperature and the external temperature, and monitors a change in the external temperature per monitoring time.
