The tool handle has a barrel and a grip depending therefrom. The tension and anti-recoil mechanism includes a regulator grip supported in the barrel. A one-piece cutter actuator is supported in the regulator grip for longitudinal displacement relative to the barrel. A tension limiting mechanism directs a retaining force against the cutter actuator to resist longitudinal displacement thereof relative to the barrel. The retaining force may be controlled to limit the tension produced in a cable tie prior to severing the strap thereof.
