Abstract: A locking security lid incorporates a cylindrical housing having extendable pistons and contact pads for contacting the interior surface of an access pipe, the contact pads may be retracted to a withdrawn position wherein the contact pads are within the outside diameter of the cylindrical housing. The cylindrical housing is provided with a locking bolt to will be secured to the cylindrical housing through a stanchion and having a keyed bolt head to prevent removal of the locking bolt without a socket wrench having a corresponding slot pattern. The contact pads are provided with a locking interference surface to prevent relative movement between an access pipe and the contact pad when the contact pads are extended.

Abstract: A marking device incorporates a pair of legs secured at one end to each other for pivotal movement with respect to each other and wherein one of the legs includes a pivot member for positioning at a pivot point located on a surface to be marked. A weight is secured to the other of said legs for contacting the surface and wherein a paint can retainer is positioned at that end of the leg for receiving a spray paint can. A hinge is secured between the paint can retainer and the leg to permit pivotal movement between the paint can retainer, the spray paint can contained therein, and a marking cane secured to said paint can retainer and paint can. A pivoting support rod is attached to the marking cane and one of the legs of the marking device and a spacer bar is pivotally secured between the two legs of the device wherein the two legs may be pivoted towards each other and the marking cane may be pivoted toward the legs to provide a collapsed marking device for convenient transportation and storage.

Abstract: A stabilizer bar (26) is employed to stabilize an elongated valve stem extension (22) for a buried valve (11). The stabilizer bar includes telescoping sections (27, 28) providing adjustment to accommodate different diameter manholes (14). A bearing member (36) engageable with the valve extension is laterally movable to accommodate misalignment between the valve and the manhole.

Abstract: A debris cap is provided for closing the end of an access pipe for an underground water shut-off valve. A hollow member with a closed end and a cylindrical outer surface has a plurality of resilient pads spaced around its periphery. At least one of the pads is carried on the outer end of a slide which is moveable radially of the hollow member by a rotatable cam carried at the closed end of the member. Rotation of the cam by a handle moves the slide and the pad carried thereon outwardly to cause the pads to grip the inner surface of the access pipe to hold the cap in place. The angle of advance on the cam is slight so that external force applied to the slide does not rotate the cam. The cap is also adapted to carry a locating coil.

Abstract: A cap for an opening in a first structure access to which is through another structure having an opening therein which is smaller than the opening in the first structure. The cap is made of a segmented ring the segments of which can be separated and inserted through the opening in the second structure. The segments form a ring which is at least as large as the opening in the first structure and which has an opening therein for access to the opening in the first structure. Each ring segment has a locking member detachably engageable with a strike on an adjoining segment. The locking members hold ring segments together and substantially cover the opening in the ring when engaging their respective strikes on adjacent ring segments.
