The fan means are fixedly mounted on the handle and positioned above the pump head, the fan means bounded by an upper end and a lower end, the lower end being accurately formed over the pump head in order to allow the user to position his finger on the pump head to manipulate the pump in order to eject a fluid from the fluid reservoir incident to the fanning procedure.
