Embodiments of the present invention provide a higher level orchestration than methods in the prior art, and employ some functions provided by methods in the prior art to provide a unified manner when the demand changes for orchestrating a layered cloud data center, in order to immediately provide a suitable capability.

By introducing a centralized and converged QoS controller, the method simplifies QoS setting and improves the efficiency of QoS setting along the virtual application stack.
