Abstract: A three-dimensional flow velocity vector, energy and mass gauge is provided, wherein it comprises an elastic leather cover, both ends of which are mounted with a rigid sealing plug, separately, the elastic leather cover and the rigid sealing plug forming a cylindrical sealing cavity, in which a cable connecting line hole is installed on the upper rigid sealing plug, while an injection hole for injecting liquid into the cylindrical sealing cavity, on which a sealing plug is provided, is installed on the lower rigid sealing plug; and a measuring device for measuring the flow velocity vector and energy and a device for measuring the mass are installed in the cylindrical sealing cavity. The gauge has the advantages of a simple structure, convenient manufacturing and comprehensive detection.

Abstract: Embodiments of the present invention provides a method, an apparatus, and a system for resource scheduling, related to the field of communications, configured to reduce the probability of transmitting data to a terminal by a network-side equipment with a too high or too low scheduling rate so as to improve system performance and improve customer experience. The method includes: receiving scheduling information transmitted by a terminal; where the scheduling information includes: a requested scheduling rate requested by the terminal request and/or requested amount of scheduling data requested by the terminal; and determining a scheduling rate according to the scheduling information. The present invention is applicable to a scenario where a network-side equipment transmits data to a terminal.

The embodiments of the present invention are capable of solving the problem in the prior art that a method for allocating an air interface resource can provide transmission guarantee only for downlink service data on an air interface. By means of the technical solutions provided in the present invention, the end-to-end transmission guarantee between a service server and a UE can be provided for the downlink service data, thereby improving the service quality of the end-to-end transmission.

The method includes: receiving, by a PGW, a PCC rule sent by a PCRF, wherein the PCC rule includes a service data flow identifier, a QCI and an ARP; and determining whether the PCC rule satisfies a new bearer establishment condition, if the PCC rule satisfies the new bearer establishment condition, establishing a first bearer according to the QCI and the ARP, and binding a service data flow corresponding to the service data flow identifier to the first bearer. The present invention solves the problem that rates of some service data flows will exceed their own GBRs continuously due to service characteristics, thereby leading a QoS of other service data flow sharing a same bearer as the service data flow cannot be satisfied, thus ensuring the degree of user experience.

Abstract: Provided in embodiments of the present invention are a method and a device for transferring data. The method includes: transferring data to a base station via a first link, a second link offloading for the first link; if a radio link failure (RLF) occurs on the first link, transmitting an RLF indication message to the base station, where the RLF indication message is used to notify the base station that the RLF occurs on the first link; and transferring, over the second link, at least a portion of the data on the first link. According to embodiments of the present invention, when a link failure occurs between a user equipment and the base station during a mobile data offloading process, data transfer is performed via the offloading link, a time delay can be reduced and the data transfer efficiency is improved.

Correspondingly, an embodiment of the present invention further discloses an activation management method, a UE, and a base station. By using the present invention, transmit power of a UE on an Scell can be accurately controlled, thereby ensuring accuracy of data transmission.
