A first broadcast access server (BAS) exists in a broadcast domain in which a user terminal is located, the first BAS supports the PPPoE and corresponds to a first operator. The method includes receiving, by the first BAS, a PPPoE active discovery initiation (PADI) packet sent by the user terminal; and when determining that a quantity of authentication failures of the user terminal on the first BAS is greater than a preset threshold, skipping sending, by the first BAS, a PPPoE active discovery offer (PADO) packet to the user terminal in a preset period. The technical solutions in the embodiments of the present application resolve a problem that the user terminal cannot perform access because the user terminal establishes a session with the first BAS.

The routing device is an active device and includes a user information synchronizing backup module configured to synchronize multicast service user information to the at least one second routing device in real time through the convergence device. In the present invention, an active routing device and a standby routing device are configured on the user-side, and user information is synchronized to the standby routing device in real time. Therefore, upon active/standby switching, user identification and authentication are not affected, whereby the validity of user traffic and channel is ensured. Furthermore, economic benefits of an operator are guaranteed. Moreover, with the present invention, switching speed is accelerated, service continuity is ensured, and Quality of Experience of a user is improved.

The present invention effectively solve a problem that an address waste phenomenon exists by using a built-in DHCP server in a dual-device hot backup scene.
