The first correspondence relationship is a relationship between a slot format index and a slot format. The method also includes sending, by the network device, the SFI to a terminal device. The method further includes sending, by the network device, a physical downlink control channel (PDCCH) to the terminal device according to the slot format corresponding to the one of the one or more slot format indices indicated by the SFI. The SFI is carried in downlink control message (DCI), and the DCI is scrambled by using a radio network temporary identifier (RNTI).

The method includes that: a terminal device determines a plurality of candidate resource pools; the terminal device determines a target resource pool of the terminal device for data transmission from the plurality of candidate resource pools according to an indication of a network device; and the terminal device performs the data transmission in the target resource pool. Therefore, the terminal devices using different transmission modes can select appropriate transmission resources for transmitting data and reducing interference in a communication system.
